You're right, making occasional use of his ability is pretty subpar, especially combined with the fact that most Scarecrows aren't really that interesting or good.
Take this with a grain of salt since I haven't actually built RK, but I think the best thing to do would be to build a 5c manabase that ramps extremely hard, then play some of the best Scarecrows and Changelings along with a heavy flicker/ETB/token creation theme.
